PLAYING RULES:
1. � �MARKER RULE applies.
2. � 7 metre rule applies. �
(General play and penalties)
3. � The referee will indicate the mark for a tap penalty. �The
opposition must retire 7 metres back. �The all may e tapped forward, backward or played between the legs.
4. � Dummy half can score a try.
5. � �Dummy half will forfeit possession if caught with
the ball.
6. � Play the balls will be either rolled between the legs or played backwards with
the foot. �The ball must not go back further than 1 metre. �If it does then the attacking side will forfeit
possession.
7. � �The marker must take two steps backwards from �the player playing the ball.
(Must stand back a minimum of 1 metre).
8. � �Voluntary Touch: �A defender must attempt to effect
a touch, should the defender ?Pull away? or ?Baulk a touch? a penalty will be awarded to the ?attacking
side?. �If the attacker plays the ball or bends over with the intention of playing the ball before being
touched, a penalty will be awarded to the defending team.
9. � �Defenders are not allowed to
move up until the dummy half touches the ball. �Should there be no dummy half present within a reasonable
time according to the referee, then he/she will award a turn over of possession. Markers can NOT gain
possession.
10. � �The play the ball must be made at the point where the touch was effected
(The defender will ?indicate? the mark) with the referee to be the sole judge.
11. � �When a
try is scored the non scoring side will restart play with a place kick (Tap or play the ball in ladies)
on half way, at the referees signal.
12. � �The referee shall send a player to the blood bin/sin
bin, when warranted.
13. � �5 team semi final will apply
14. � �Place kick offs to
start play and restart - Men?s and Mixed. �Tap off in ladies.
KICK OFF RULES:
1. � �Play will commence with a place kick off, on half way, (non scoring side to kick) which must
go at least 10 metres. �The ball must land in the field of play or a penalty will be awarded to the non
offending team (as per Rugby League Rules).
2. � �If the ball goes out on the full, a penalty
is awarded on the half way to the defending side.
3. � �If the ball lands in the field of play
and then goes ?dead? (over the try line) then the defending side will restart play with a drop kick from
their try line.
4. � A player may knock the ball down with any part of the body, except the
hands and be allowed to pick it up and play on.
5. � An attacking player cannot gain possession
from a kick off unless a defending player has knocked on (with their hands) or deflected the ball over
?side line or try line?.
6. � �If the try line drop out goes out on the full, then a penalty
will be awarded to the opposition, 7 metres out from the try line.
CONDITIONS:
1. � Each player must take out their own insurance. No team or player is covered by insurance.
2. � �Each team must supply their own football.
3. � a) �All players must be registered
with the association on the official form which will be handed to the team organiser. �This registration
form must be returned to the secretary of QPTFA by round 6. �Points may be deducted for non compliance
with this rule at the discretion of the management committee.
� � � b) �Any additional registered
players must be informed by letter to the secretary, QPTFA by round 8.
� � � c) �All registration
of players closes round 8.
� � � d) �All players must be in uniform by round 4.
� � �
e) �ALL PLAYERS MUST SIGN ON EVERY WEEK.
� � � f) �A player must have signed on at least five
occasions to be eligible for final series.
4. � �In case of bad weather causing abandonment,
the following week move to next round. �All enquires re weather: Call 0409 307 607.
5. � �Any
player cited by an official or sent from the field for the full game must appear before management committee
before playing again. �The meeting will be held at the discretion of the management committee depending
upon the availability of the player, refereee, committee and if necessary any witnesses.
6. �
�Abuse (verbal or physical) or referees or officials will be tolerated. �Offenders will be cited to
appear before a management committee and be ineligible to resume playing until they have done so.
7. � �If a game is adandoned because of foul play, then points will be awarded at the discretion of
the management committee taking into condsideration the full circumstances regarding the abandonment.
8. � �A team must be ready to play no later than 7 minutes after the starting hooter and must have
at least 5 players, or will forfeit points for the game. �(Mixed sides must have at least 1 lady to start
when short) the referee is the sole judge of time in this regard.
9. � Bye sides must have
3 referees on stand-by or forfeit the three (3) competition points for the bye.
10. � �Players
can only be registered with one (1) club in any one competition.
11. � �If a team is caught
playing unregistered player(s) they will lose competition points in the event of a side being short of
players then they may conscript further players with the consent of the opposing captain before kick
off. No consent, then a forfeit will apply.
12. � �Teams may be regraded after 6 rounds have
been completed, and if regraded will carry their accumulated points to the next division. �Management
committee will decide.
13. � �All games are played with two halves. �No half time (except the
finals series).
14. � �Should a team forfeit 3 times they will be removed from the competition.
15. � �Replacement players must come from 1 side of the field only, and may only come on when their
side is in possession.
16. � �There are only 7 players allowed on the field at one (1) time
(mixed should have at least 3 ladies on the field at all times or play short depending on the number
of ladies present).
17. � �Four weeeks of semi and finals will apply for the final series, for
and against will decide positions in the event of tied points.
18. � �The drop off rule will
apply when teams are tied at full time during the finals series.
